I can think of a hundred different ways fear promotes bad and even immoral behavior, but Biblically, its also pointed out as one of the core reasons for sin.
In addition to being pointed out as sin it also is discouraged since it is in contrast to Faith. Faith should be predominant, for whatsoever is not of faith is of sin (Romans 14:23).
MARK 4:40

The Bible warns time and time again against the emotion of Fear and the problems that come with it. The Bible repeats in many verses NOT TO FEAR. Why?
Because fear, more than any other emotion, leads to bad judgement and irrational action. It leads to violence. Painful biases. Even arrogance and pride.
Fear is the motivator for evil and the maintenance of evil. Fear is what evil uses to control others. Perhaps most importantly, fear is effective in not only controlling, but changing people for the worst.
It is by fear that we become warped in a state of illusion, it is by fear that we commit ourselves to indecency. It is by fear that we judge people, fearing that we ourselves will be judged.
Fear is truly, the element of sin.
If one is greedy - fear of reduction in moneys or loss of dominance of ones business motivates one to obsessive perfectionism. Fear allows us to disregard our morals and our instincts. Placing unfair burdens on others, including those close to us. Fear, makes it so we bypass logic and all given reason and yet of the impulse of fear we strip others of their rights and ambitions.
Fear is used as a weapon to unceremoniously entangle others in a conflict for the purpose of getting ahead of them. Fear is a sharp axe on a pendulum waiting to decapitate the next one who wanders through its path.
Fear is a volatile evil.
FEAR AND WEAKNESS BECOME WICKEDNESS
It is through fear that Ego is enhanced, it is through fear that ones self-image is changed, not always, but in many cases, fear is the reason. Fear of not being good enough. Fear is a direct contrast to natural confidence. Fear, exposes peoples flaws but in those who are flawed by the emotion of fear, are also exposed to the possibility of becoming utterly evil.
Fear inhibits and yet creates action - the difference being the inhibition often being that which severs good things, and more often than not, the action (ironically) also severing good things.
Somebody steals something from you? You don't do anything or you do something. If you don't do anything, you may look like a coward or weak. If you look too passive you look weak. Fear then leads to reaction. In order for societal progress or acceptability. Fear can also provoke others when no other reason is in sight. Fear is contagious, in a way. Fear is a reinforcement of bad vibes and an instigator of bad thoughts. It is the ultimate creator of Spiritual, Mental and Bodily illusions. Fear then is also a substance of delusion, and a substance of blindness, and weakness.
JOHN 4:18
"There is no fear in love. But perfect love drives out fear, because fear has to do with punishment. The one who fears is not made perfect in love."This goes for almost every form of love, whether the love of a Spouse, Family or Friend - fear is more often than not, the thing that destroys love. Fear leads people to bad reactions - hasty and unconcerned. Yet it can create the illusion that one is concerned - under the wrong pretense. Fear in marriage of the others fidelity, fear of actions being perceived wrong, fear based on actions, fear based on what something looks like from the outside. Fear is embracing narrow-mindedness.
How can one truly understand (empathize) with another if they are narrow-minded?
Therefore fear has no place in love, rather that Trust and Faith have their place in any form of love for another, and even for the love of the self, fear is stripping that person of that capacity.
Fear defeats the very purpose of flexibility, fear is not rational. Fear does not allow for bonding. Fear diminishes the very ability to even feel empathy.
FEAR AND GREAT EVIL
Fear also plays a very large role in resentment [!], resenting oneself or others based on holding onto fear leads to hatred and then lack of empathy.
When someone holds in resentment for so long, they become as if they were born in it - they are bathed in negative energy and their actions and motivation become only about outdoing those peoples and their image. If for nothing else, resentment creates an utter hatred of humanity and the fury that follows leads one to Spiritual and Personal corruption; including Arrogance and even Greed.
Therefore, a great and even greatest evil comes from fear, for Pride is partially created in Fear.
CONCLUSIONS
To all the brothers and sisters who read this, please absorb it and pass it on. Remind others that a simple message to keep the Faith and not Fear is key to Victory in Christ. Amen.
